QTM can organise your Waka Kotahi (NZTA) TTM workshops:
TMO- Traffic Management Operative
TMO replaces the traffic controller warrant. This is a new learning block.
This is for people who:
Can work onsite in absence of a STMS
Set up a worksite where TTM is clear of the live lane
Undertake a roadside responsibility on 60km/h or less road
Complete an inspection activity
TTM worker assessment must be completed prior to TMO warrant or a previous TC warrant.
This workshop is theory only. Once the assessment is completed successfully.
It will be registered as TMP NP warrant under Waka Kotahi (NZTA) a unit standard.
Additional coaching and training and mentoring from TTM mentor. Practical assessment by a TTM assessor is required for those who require the TMP practising Warrant.

STMS Universal
STMS Universal provides a basic STMS knowledge for STMS category A, B, C and STMS mobile leaning blocks.
It is a new learning block for people who intend to be:
- STMS A, B, C mobile operations
- Traffic Operations Manager
- TTM mentor or TTM Assessor
- TTM Planner, TMP approver, TTM auditor, TMC (Traffic Management Coordinator) or a CM (Corridor Manager)
- Navigating CoPTTM
- Reading TMP and check it is fit for purpose
- Identifying, assessing, and managing risks
- Understanding layout distances
- Planning and calculating resources for a site setup
- Completing a TTM crew briefing
- Checking a worksite
- Being a leader
It will be registered as STMS Universal warrant under Waka Kotahi (NZTA) a unit standard.
STMS Cat A, B, &/or C Non-Practising (N/P)
The TTM Mentor is the first step in new training and competency model. TTM Mentor trains and guides staff on practical tasks in their role of Temporary traffic management (TTM). This assessment is completed in 2 sessions in a day. Session A: Theory knowledge about the TTM Mentor role and mentoring process Session B: Practical mentoring on the tasks in the yard (including assessment) This is a one-off learning block which is kept by completing the STMS Refresher. TTM Mentor will be able to provide briefings and verifications that are required for TTM worker, TC, STMS categories in the new training and competency module. More details will be provided during the booking.

This warrant replaces the TC inspector warrant. This is a new learning block for people who carry out inspection activities.
Cat A & B road environments and the shoulder of Cat C Road can be inspected with this warrant.
There is no prerequisite for this warrant. It can be added as an additional one- off module for a STMS NP qualified person to enable them to carry out inspections.

- Reading a TMP and completing on-site records
- Risk management
- Spotter duties
- Site briefings
- Emergency procedures
- Working with an inspection vehicle
- Safety zones
This warrant is renewed every three years with a briefing and re-assessment of the practical task.
